The Town of Ocean View’s Administration incorporates the Town Manager and Town Clerk and Receptionist. All other divisions report to the Town Manager in a Council-Manager form of government.
The Finance Division is made up of the Finance Director, a full-time accountant, and a part time accountant. Its primarily responsibility is assisting the Town Manager in the preparation and implementation of the annual budget as well as all Town Divisions. Oversight of all division budgets and observations of trends and forecasting both annually and monthly to ensure financial targets are met. In addition, the annual audit, payroll, and accounts receivables are the responsibility of the Finance division. The Finance Director reports directly to the Town Manager.
The Planning and Development Division handles all aspects of the Town’s infrastructure, build environment, codes, and property maintenance as well as rental properties. The division is led by the Planning and Development Director, an Assistant, and Enforcement Officer and Aide. The Planning and Development Director is the staff liaison to the Planning Commission. The Planning and Development Director reports directly to the Town Manager.
The Ocean View Police Department is a full-service department under the leadership of a Chief of Police. Currently 13 officers strong with one full time secretary. The Ocean View Police department includes patrol officers, admin officers, a k9 officer and is heavily involved in proactive community law enforcement activities and services including home and business checks, local school engagement, various task force involvement, and neighboring town partnerships. The department recruits volunteers to operate its front desk and has a strong training program requirement for all officers. The Chief of Police reports to the Town Manager under guidelines of Council approved contractual agreement.
The Maintenance and Public Works division oversees contractual relationships with various companies for the efficient provision of turf management, landscaping, facility maintenance, etc. In addition, this division made up of the Public Works Manager and a part-time assistant complete daily maintenance and oversight of all town facilities including parks, right of ways, storm water facilities, etc. Sign maintenance and installations, interaction with water utility and special program assistance are also the responsibility of this division. The Public Works Manager reports directly to the Town Manager.
A portion of the residents of the Town of Ocean View are served by the Town of Ocean View Municipal Water Utility. The Town’s Municipal Water Utility is supplied by Tidewater Utilities Inc. through a Water Service Agreement. This agreement has been in place since 2007 and includes the provision of all maintenance and operations associated with the utility. Our utility is therefore a fully outsourced Municipal Water Utility.
Others in Town limits also receive their water supply from Tidewater Utilities Inc. as a direct Tidewater Utility customer but not as a Town Municipal Water Utility customer, although the water supply is from the same source. In addition, the homes of Savannah’s Landing are serviced by the Bethany Beach Water Utility.
Please note that the water supplied to the Town of Ocean View by Tidewater Utilities Inc. does not currently have fluoride added. We encourage families to share this fact with your pediatricians and or dentists.

Your water is groundwater that comes from Tidewater’s Bethany Bay Pump District.
