POSITION DESCRIPTION

Position: Facility Operations Manager Reports to: Town Manager

POSITION SUMMARY: As associated with the Town of Ocean View’s reorganization effort, the Facility Operations Manager will be responsible for the supervision and management of operations team members, assigning tasks and resources as needed, to efficiently and effectively support all departments of the Town of Ocean View. This work encompasses property management and maintenance for all Town facilities and buildings, including parks, grounds, and equipment, by operations team members or through the management of contractual relationships. The position will facilitate inter-departmental communication and allocate tasks and resources as needed to efficiently and effectively support all departments of the Town of Ocean View including occasional seasonal community event preparations/support, and storm response.

DESIRED KNOWLEDGE AND SKILLS: Management/contractual oversight experience in the field of parks and recreation, public works operations, and or facility maintenance, and public community event support, with some budgetary/purchasing oversight. Experience in the management, maintenance and beautification of public parks offering recreation amenities and programs and signage maintenance. Experience in leading an operations team in a highly efficient and “safety first” manner with state, county or local government experience a plus. Demonstrated experience in the field of facility/property maintenance for buildings, public parks/venues and streets. Familiarity with street and or stormwater infrastructure maintenance projects. Familiarity with operating maintenance and light ground maintenance equipment and or the capacity to build upon experience. Demonstrated ability to manage multiple outsourced contractual agreements/arrangements with contracted support services including HVAC, extermination, electrical, street cleaning, landscaping, irrigation, facility cleaning, mowing, etc. Skilled in evaluating and revising operations and procedures in response to organizational changes or to facilitate efficiency savings and or working smarter. Ability to communicate effectively and professionally both orally and in writing with administration, subordinate staff, elected officials, volunteers, and the public.

MAJOR AREAS OF RESPONSIBILTY: • Managing day-to-day maintenance operations at John West Park and the future Berzins Natural Area, with a focus on safety, cleanliness and beautification. • Provision of facility operations team support for seasonal Town events held at John West Park including set-up and breakdown, (trash, chairs, tables, etc.) during the occasional evening or weekend, and always with advance notice. • Managing day-to-day oversight and facility maintenance of all town owned buildings and grounds, personally, via facility operations team staff or through contractual relationships. • Management of seasonal storm response with contracted vendors including snow removal and tree removal, and in-house or outsourced town-wide seasonal mosquito spraying. • Respond to citizen inquiries in a timely manner (typically within 4 hours or next business day) and work to facilitate problem solving of issues as necessary. • Establishes and maintains positive working relationships with community organizations, coworkers, subordinate staff, contractors etc. • Provides advice and support to the Town Manager in the planning, implementation, and evaluation of existing operations, systems, and organizational procedures. • Responsible for payroll submissions for the facility operations division. • Provides direct supervision of facility operations team members including work allocation, training, safety procedures, schedules, and motivation towards peak performance, including annual evaluations. Performs other duties as assigned and aligned with the overall Town facility operations and in the best interest of the Town of Ocean View.
